Shouldn't the paramilitaries disarm?
Everyone should disarm and disband. All parties to the conflict have a huge responsibility in this regard. They should commit themselves to using exclusively peaceful means to achieving their political objectives. Wer'e not naive, just because we call for it, doesn't mean it will happen, but we have to support those with the influence to make it happen.
