Aren't institutions part of the problem?
Institutions are not separate from the rest of society. We all need to reflect, do our words match our deeds? How are we meeting our obligations with respect to good relations? We all have difficult issues to contend with, eg one only has to think about schooling, housing, parades, flags and symbols, policing, poverty and community relations to realise that whilst progress has been made (which would have been unimaginable years ago) that we still have a long way to go.
